巴基斯坦参议员、参议院财经委员会主席萨利姆·曼迪瓦拉致辞第八届“一带一路”综合服务能力建设论坛｜论坛集锦

2023年9月4日，中国国际服务贸易交易会第八届一带一路服务机制全球大会暨法律与商事综合服务能力建设论坛在国家会议中心隆重召开。

本次大会主题为全球专家服务“一带一路”和谐共赢，围绕“一带一路”项目对接、“一带一路”风险化解和“一带一路”纠纷调解同与会各国使节及中国投资者畅谈“一带一路”服务领域规则与能力建设。来自西班牙、委内瑞拉、乌拉圭、尼日利亚、纳米比亚、刚果（金）、贝宁、多米尼加、科特迪瓦、赞比亚、斯里兰卡、巴基斯坦、老挝等15个国家的28位各国领导嘉宾、驻华外交官、专家学者现场致辞、演讲，30多个国家的近千名在线与会者享受了一场“一带一路”全球服务的交响盛会。

本届论坛主办单位和承办单位加强了同各国的发展战略和合作倡议对接，深化同共建“一带一路”国家服务贸易和数字贸易合作。“一带一路”综合服务能力建设论坛将持续深化“三共五通”、共建共享、和谐共赢的“一带一路”建设，合力推动“一带一路”高质量发展。

A very good morning to you all!

I am grateful to the Beijing  Legal and Commercial Service Centre for BRI and Beijing Law Society for inviting me to 8th Belt and Road Service Connections Annual Conference.

It is my honor to speak here, at this august forum and to the gathering of all the stakeholders who hold a passion and commitment for the development of our region.

This year stands special for Pak-China Friendship as it marks the 10th Anniversary of the Belt and Road Initiative (BRI) such momentous milestone is not only a celebration of 10 years of long progress but also a reflection of Honourable President Xi long-term visionary policies.

Ladies and Gentlemen!

I still rekindle my memories made decade ago when my Party and the then President Asif Ali Zardari along with President Xi visioned for the flagship project of One Belt One Road along with Gwadar Port. Which unveiled as an intellectual concept aiming to foster connectivity, cooperation, and shared development across nations and regions.

And, I say it with pride and joy that I was amongst those few people who witnessed the beginning of this BRI & CPEC project and handed over the Gawador Port myself to the Chinese Port Authority.

It is worth mentioning here, that Our friendship with the People’s Republic and the Communist Party of China has only gained strength over successive generations of both our parties.

Pakistan Peoples Party had always played its vital role in forging a political consensus and compounding a strategic relationship between both the countries, which was initiated by our former Prime Minister Zulfikar Ali Bhutto. Later, cultured by Benazir Bhutto, cemented by Asif Ali Zardari and have now enter a new phase of further cooperation under our young leadership Chairman Bilawal Bhutto Zardari.

This commitment is been reassured when Recently, the Chairman of Peoples Party Mr. Bilawal Bhutto Zardari paid his visit to China and being a part of this Party  I assure you that we shall always remain committed for the effective implementation of the CPEC Project and  remain custodian of our friendship.

Historically, the Silk Road played an instrumental role towards the development and diversification of economic and cultural exchanges. Today, the Belt and Road Initiative (BRI), the New Silk Road, is one of the most ambitious infrastructure and economic development project to revitalize the potential of the Silk Road and connect Asia, Europe, and Africa through a network of roads, railways, ports, and pipelines which has made it more easier and more cost-effective for goods and services to flow across borders while reducing transportation costs.

Ladies and Gentlemen!

Likewise when we talk about CPEC it is an emblem of Pak-China Friendship and a game changer project which have transform the Pakistan’s economic and infrastructural landscape, serving as a major transit hub for the region and connect Pakistan to the world.  This project has spur better relations between both the countries and has help DE-escalate the tense regional environment also. This project has not just economically developed Pakistan, rather it has brought our Chinese brothers closer to our culture and language.

“I say it with proud that around 500 Chinese have done PhDs on Pakistan and now they are communicating in Urdu Lanaguage, therefore, as Pakistanis We  take ownership of the CPEC Project and every area being developed under it; feels as our own.”

 It is worth addressing here that, During my time as Investment Minister back in 2010 we introduced Special Economic Zones (SEZs) for the CPEC projects, which created new employment opportunities and fostered economic growth by ensuring ease of Business to the Chinese Investors in Pakistan.

And  now After completing its first decade this Project  has stand as a testament to the our enduring friendship, it exemplifies the idea that when nations collaborate, they can overcome challenges and create opportunities that benefit all parties involved and  serves as a model for other regions as well.

Before concluding I would like to address some of the grievances of our Chinese brothers, that Pakistan do realize the variables of security elements in Baluchistan Province and initially there started an unsuccessful negative campaign against us to scare our future Chinese partners. However, I believe that together we can counter all such security challenges and variables which are hurdles in the growth of this project.

Today, While we are celebrating this historical day we should not forget some of our Chinese friends specially Mr. Luo Zhaohui who is Chairman CIDCA these days, as he has played a vital role while handing over of Gawadar Port to China Port Authority.

Furthermore, We should also acknowledge and recognize the people who were the pioneers in contributing their roles for  BRI & CPEC at every possible forum. Last, but not the least we should also remember sacrifices of our those Chinese friends who lost their lives while completing this visionary project.

In the end:

I would like to say that, I am firm in my belief, that BRI & CPEC can act as a force multiplier for both Pakistan and China and continents like Europe, Asia, Africa

“And As my Leader Mr. Asif Ali Zardari says that the  future generations of both the countries will continue to eat the fruits of this game-changing project”

尊敬的各位讲者，尤其是王丽主席，感谢您能够组织这次的会议，尊敬的各位媒体朋友们，女士们，先生们，大家早上好！非常荣幸今天能够来到第八届一带一路服务机制全球大会，也感谢北京融商一带一路法律与商事服务中心邀请。

此次演讲中，我们可以和很多的利益攸关方在一起，你们有很大的热情和专注促进我们这个地区的发展。今年是中巴友谊非常重要的一年，是“一带一路”倡议提出十年，是具有里程碑意义的事件，并不仅仅可以庆祝中巴十年来的长期友好关系，同时也是习近平主席长期远见着实的政策体现。

女士们，先生们，我仍然可以清楚的记得十年前，当时我的党派和时任总统阿西夫以及习近平主席共同构想了“一带一路”和瓜达尔港的旗舰项目。这是一个旨在促进国家和地区之间加强互联互通、共同发展的理念。我非常自豪，而且非常高兴的告诉各位，我曾经是见证“一带一路”倡议和中巴经济走廊项目启动，以及见证瓜达尔港启动少数见证者之一，这是2013年非常重要的一个时间点。

在这里我要特别提及，我们与中华人民共和国、中国共产党的友谊是经过中巴两党历代不懈努力而不断增加的。两国之间已经形成了深厚的政治共识，并且旨在不断巩固中巴战略关系，这是由我国前总理曾经发起的，后期在贝布托的支持下，在年轻一代阿里夫总统巩固，以及现任总统领导下，中巴两国已经进入了合作的新阶段。最近人民党的主席比拉瓦尔布托先生访问了中国，作为巴基斯坦人民党的一员，我向各位保证，我们始终致力于有效推进中巴经济走廊以及一带一路的项目。并将继续致力于落实这一承诺。我们将是中巴友谊的忠诚守护者。

女士们，先生们，今天“一带一路”倡议也就是“新丝绸之路”是世界上最雄心勃勃的基础设施和经济发展项目之一，旨在重振丝绸之路的潜力，通过公路、铁路、港口和管道的网络，连接亚洲、欧洲和非洲，让货物和服务的跨境流动变得更加便捷，更具成本效益，同时还能降低运输成本。

女士们，先生们，同样当我们谈论到中巴经济走廊CPEC项目时，我认为这是“一带一路”项目当中非常有战略意义的一部分，这也是中巴友谊的象征，也是改变游戏规则的一个项目。中巴经济走廊改变了巴基斯坦的经济和基础设施格局，成为本地区的主要交通枢纽，可以将巴基斯坦和世界其他地方连接起来，中巴经济走廊项目并不仅仅促进了两国关系的改善，也有助于缓解周边紧张的地区局势，不仅可以发展巴基斯坦的经济，而且可以让我们的中国兄弟们更加接近我们的文化语言。我可以自豪的告诉大家，现在大约有500名中国人在巴基斯坦完成了博士学位，现在可以用巴基斯坦的乌尔都语进行交流。作为巴基斯坦人，我们拥有中巴经济走廊项目，以及其下各个领域开发的所有权，感觉好像我们自己在负责一样。

值得一提的是2010年我担任巴基斯坦经济部长期间,从中国学习引入了经济特区的概念.通过经济特区确保中国投资者在巴基斯坦开展业务的便利性，也为巴基斯坦提供就业机会，促进中巴经济往来和经济增长。现在第一个十年之后，这个项目证明了两国之间持久的友谊，这个项目可以使各方受益，成为一个典范。

结束之前，我想谈及中国兄弟对“一带一路”项目的一些意见，现在确实有一些安全性的考量，对“一带一路”项目和中巴经济走廊项目，有些人正在通过恐怖、胁迫来威胁到中国兄弟的安全，有一些项目也因此而延迟，但是我可以向各位保证，巴基斯坦绝对不会让中国兄弟受到伤害。我们可以应对所有这些安全和考量，今天我们庆祝这一个历史意义的时候，我们不能忘记在巴基斯坦工作过的中国大使，包括罗照辉先生、刘健先生、孙卫东先生，包括姚敬大使等等，这些朋友都是我长期以来的好伙伴，他们在中巴经济走廊项目，在两国之间的合作上扮演了重要的角色，特别感谢这些朋友，特别是瓜达尔港的合作是非常成功的。

与此同时，我希望借所有机会向为“一带一路”和中巴经济走廊作出贡献的先驱者表示感谢。在这里诚挚的感谢所有为完成这一富有远见的项目，奉献了其生命中国朋友的牺牲。这些中国朋友为了这样一个伟大的项目，奉献出了自己的一切，我们会记住你们的。

女士们，先生们，最后，我坚信“一带一路”倡议和中巴经济走廊项目可以为巴基斯坦中国以及欧洲、亚洲、非洲大陆发挥重要的作用。正如我国领导人阿西夫先生所说，中巴两国的子孙后代将继续享受这一重要的项目成果。中巴友谊万岁，谢谢大家。
